CODE OF ETHICS

PEIHRA Code of Ethics
Fines and Suspensions

A. Dress Code

All registered officials must wear a shirt and tie and dress pants for the following leagues: AUS, Junior, Senior, Minor Junior, Midget and Bantam.

All registered officials must wear casual pants to rec hockey. Hats or jeans are not permitted.

No hats of any kind are to be worn to games other than rec games.

B. Pre-game arrival

All registered officials must arrive one hour before AUS games.

All registered officials must arrive at the rink 45 minutes before any other games with the exception of adult recreational hockey, where a 20 minute pre-game arrival time is allowed.

C. Cancellation of Assignments

All registered officials must give at least a 24 hour notice of cancellation of assignment(s) to the assignor or referee-in-chief unless deemed to be of an emergency nature.

Failure to comply with the above guidelines (Dress Code, Pre-Game Arrival, and Cancellation of Assignments) will result in the following fines and or suspensions:

First offence – $20 fine payable 48 hours after applied or before next assignment, whichever is sooner.

Second offence – Fine of game fee in whatever game the official was fined in, payable 48 hours after applied or before next assignment, whichever is sooner.

Third offence – Indefinite suspension and the official must appear before the disciplinary committee as per the PEIHRA constitution.

D. Fitness Testing

All registered officials must complete an annual fitness test held at the recertification clinic comprising of a two mile run or beep test, unassisted sit-ups (timed), unassisted chin ups and push ups. Failure to comply will result in no assignments until completed in the presence of an Officials' Council member.

E. Playoff Meeting

Failure to attend this mandatory meeting which will be held on a predetermined date set at the annual recertification clinic will result in a fine of the officials pre-payment.

F. Missing Assignments

Officials who have missed an assignment without a 24 hour cancellation or deemed to be an emergency basis will be fined the game fee that he or she missed, plus a 14-day suspension from any assignments from the date of the game missed.

G. Payback Supervisions

All registered officials are required to do a total of six paybacks supervisions, three of which are to be done prior to Christmas and the other three are to be completed prior to the playoff meeting.

These are to be six separate games and are to written up on the appropriate form provided.

The membership will be given an exact date by the chairperson for both sets to be passed in by. Failure to comply will result in additional paybacks to be done plus a fine of $25.

H. Invoices

Invoices must be paid on or before the due date. Payment must be received by the secretary/treasurer and posted marked on the due date if mailed or by 5 p.m. on due date if the payment is made in person to the secretary/treasurer.

Failure to comply will result in:

First offence – An additional $20 will be added to the invoice total plus a 14-day suspension from the due date of the invoice.

Second offence – Indefinite suspension. The official must appear before the disciplinary committee.

I. Final Invoice

Payments must be received in the same manner. Failure to comply will result in that official not being a member in good standing. That official shall receive a written notice from the PEIHRA and will be suspended from any involvement under its jurisdiction.

J. Rule knowledge

First offence – When a rule is applied improperly or missed altogether, the official will be fined $25 which is payable on his or her next invoice.

Second offence – The official shall be fined and suspended from that league until supervised at a lower level, where he or she must show that he or she does know the rules and how to apply them.

K. Assignments

All branch officials can only accept games from the branch referee-in-chief or the branch assignor. This includes all pre-season games along with inter-squad games, exhibition games or jamboree events. This does not include sanctioned minor hockey games, recreational leagues or "old-timer leagues" that are not registered with Hockey P.E.I.

All other conduct deemed inappropriate by a registered official, assignor, or supervisor, whether in or out of the context of officiating, shall be dealt with accordingly by the referee-in-chief.
